Lockhart's report.
It is proposed that the
formal ceremony of taking over
the new extension should take
place early in February, and it
is therefore necessary that no
time should be lost in coming
to an understanding with the
Chinese Goverment on some of the
more important questions in-
volved.
For the present these may
be summarized under three heads:
(a)
(b)
The jurisdiction to
be exercised within the
city of Kowloon.
The measures to be
adopted for the preven-
tion of smuggling, and
for the Collection of
the
(c)
the Chinese Customs.
The question of the
boundary.
With regard to the first,
it would appear from Iir. Lockhart's
report that the jurisdiction
hitherto exercised in Kowloon
city has been of a Military
rather than of a civil character
and that there is a likelihood
of the departure of the Military
Sarrison being followed by
that of the small Civil popula-
tion.
If so, the difficulty
anticipated with regard to this
Article of the Convention may
gradually disappear of itself.
